On February 14, the Information Office of Liaoning Provincial People’s Government held a press conference, presenting the province’s efforts to purchase more existing commercial housing units to further enhance its housing security capabilities.

Liaoning has issued the “Measures of Liaoning for Strengthening Efforts to Purchase Existing Commercial Housing Units to Further Enhance Housing Security Capabilities”, outlining the deployment of the existing commercial housing purchase plan. From 2025 to 2027, the province plans to add a total of 120,000 government-subsidized housing units for renting through purchasing existing commercial housing units. Notably, 20,000 public rental housing units and 100,000 government-subsidized rental housing units will be added. In 2025, the province will add 45,000 government-subsidized housing units for renting, including 10,000 public rental housing units and 35,000 government-subsidized rental housing units. It will also renovate 26,000 units in urban villages.

Liaoning will increase the supply of public rental housing units. The public rental housing security includes two forms: standardized units and rental subsidies. The province will also provide government-subsidized housing units for sale in an orderly manner. Specifically, local governments will select state-owned enterprises as purchasers, which will determine housing acquisition based on demand and sell the units with a focus on cost recovery and minimal profit. College graduates renting government-subsidized housing units will be eligible for rental subsidies or may live rent-free for a certain period. Additionally, individuals and families purchasing government-subsidized housing units will receive home-buying subsidies.

Moreover, Liaoning will purchase existing commercial housing units for elderly care services. After purchasing, local governments will utilize the units as public elderly care institutions and home-based community-supported elderly care facilities, so as to accelerate the improvement of the three-tiered facility network for elderly care services covering both urban and rural areas. Business entities will use the units as elderly care apartments and communities, meeting the various needs of elderly care.
