On February 27, the Information Office of Liaoning Provincial People’s Government held a press conference, presenting relevant information of Liaoning’s “Sci-Tech Experts at Enterprises” campaign to empower the high-quality development of enterprises in 2025.
Since March 2024, Liaoning has launched the “Sci-Tech Experts at Enterprises” campaign, building a work mechanism that facilitates collaboration between professionals and enterprises and between universities and enterprises, allocates resources, and provides targeted services. As of now, the province has selected and sent 1,003 sci-tech experts to 955 enterprises, supporting enterprises in resolving 1,546 demands related to technologies, platforms, professionals, finance, and the commercialization of technological achievements. On February 26, 2025, a grand ceremony in Liaoning for sending sci-tech experts to enterprises was held. Currently, the first batch of 813 experts this year will go to enterprises as a great impetus for the innovative development of these enterprises.
The campaign has established a services database for experts that connects the province-wide comprehensive services platforms for commercialization of scientific and technological achievements, thus forming a shared data resources information link. It has also created a dynamic supply and demand matchmaking list where enterprises build a demand database and the supply side builds a database of achievements, so as to facilitate the targeted matchmaking between enterprises’ technological demand and experts’ professional advantages.
With a focus on enterprises in key industrial areas and at different development phases, the campaign has put into place a “one policy for one enterprise” services list and conducted categorized strategies to deliver solid results. It has supported enterprises in procuring services such as R&D activities, inspection and testing technologies, and large accessible and shared R&D facilities through technological innovation vouchers. It has encouraged enterprises and experts to jointly apply for provincial-level scientific and technological planning projects.
