Liaoning has recently issued the “Measures of Liaoning Province for Advancing Reform of the Market-Based Allocation of Production Factors”. The Measures set out 22 tasks covering key areas such as natural resources, labor, capital, technology and data, with the aim of systematically advancing the reform across the province.
To improve the efficiency of natural resource allocation, Liaoning will focus on three priorities: deepening land system reform, making better use of existing land resources and underused construction land, and streamlining approval services for natural resources. To facilitate the smooth and orderly movement of labor, the province will improve channels for the mobility of workers and talent, refine human resources policies and evaluation mechanisms, and strengthen social security services. Five measures have also been introduced to better support the real economy through capital, including reshaping the financial environment and expanding social financing. To foster a stronger data market, Liaoning will promote the development of the data industry and expand scenarios for data development and utilization.
The Measures are closely aligned with the province’s efforts to build a modern industrial system. They are designed to channel natural resources, capital, talent, technology and data toward major projects, key industries, innovation platforms and areas of competitive strength. By the end of 2026, Liaoning aims to add more than 300 provincial-level specialized, sophisticated, distinctive and innovative enterprises, as well as over 500 “Young Eagle”, “Gazelle” and “Unicorn” enterprises.
