In 2023, based on the systematic reconstruction, optimization and upgrading of the “Liaoning Talent Initiative”, Liaoning Province will focus on cultivating high-end talents, implement strategic layout and overall promotion, and provide precise support for 1,000 high-level talents and teams to solidify the talent base for comprehensive revitalization.
On March 17th, the Information Office of Liaoning Provincial People’s Government held a press conference on the theme of “Implementing the Spirit of the 20th National Congress of the CPC — Implementing the Three-Year Action Plan for Comprehensive Revitalization and New Breakthroughs”. The principals from relevant departments such as the Organization Department of the Liaoning Provincial Party Committee, the Educational Department of Liaoning Province, and the Department of Science and Technology of Liaoning Province introduced the key tasks and specific measures to ensure that Liaoning Province achieves the first victory in the Three-Year Action Plan for Comprehensive Revitalization and New Breakthroughs, and to strengthen scientific, technological and educational talent support, as well as to achieve new breakthroughs in shaping new development momentum this year.
The “Liaoning Talent Initiative” is a brand and leading project for talent development and employment in Liaoning Province. In 2023, the initiative will focus on supporting 7 outstanding talents with strategic scientific potential, 50 leading talents with organizational leadership in science and technology, and 200 young talents with strong potential in scientific research and innovation. At the same time, efforts will be made to strengthen postdoctoral talent cultivation and to support 100 outstanding postdoctoral fellows to stay in Liaoning to carry out scientific research and technological innovation.
In key areas such as advanced equipment manufacturing, fine chemicals, new materials, marine industries, and biomedicine, Liaoning Province will accelerate the introduction and support of 50 innovative teams capable of solving “bottleneck” technical problems, and 50 entrepreneurial teams transforming achievements and establishing enterprises in Liaoning, as well as the flexible introduction and support of 50 expert teams that cooperate with enterprises in the short-to-medium term.
Efforts will be made to build an outstanding team of engineers, with a focus on supporting 150 high-level technological innovation talents who can drive independent research and development in enterprises, 100 outstanding engineers who are skilled in practical operations, and 100 high-skilled talents and craftsmen who are brave in tackling tough problems.
Liaoning will enhance the development of talents in key fields and industries, cultivate and gather 400 specialized talents in fields such as philosophy and social sciences, culture and sports, health care, agriculture and rural affairs, finance and education, to achieve coordinated development of various types of talents. Attention will be paid to promoting military-civilian integration, cultivating and gathering leading talents in national defense, science and technology industries such as aviation and aerospace, to form robust support for safeguarding national security.
