Liaoning Aims to Elevate Northeast Sea-Land Corridor to National Strategy

On March 23, the Information Office of Liaoning Provincial People’s Government held the seventh in a series of themed press conferences on “Implementing the Spirit of the 20th National Congress of the CPC —— Carrying Out the Three-Year Action Plan for Comprehensive Revitalization and New Breakthroughs”.
During the conference, officials from the Department of Commerce of Liaoning Province presented the key tasks and specific measures aiming to make new breakthroughs in boosting the level of openness and cooperation and creating new frontiers for opening up this year. Officials from the Transportation Department of Liaoning Province, the Foreign Affairs Office of the People’s Government of Liaoning Province, and the Shenyang Customs District P.R.China took questions from journalists.
In 2023, Liaoning will deepen international cooperation in key regions, focusing on strengthening economic and trade cooperation with Japan, South Korea, Northeast Asia, and RCEP member countries, to enhance its level of openness and cooperation. Efforts will be made to accelerate the construction of key cooperative parks, promote the high-level institutionalized opening of the China-Germany (Shenyang) Industrial Park, and attract a batch of key China-Germany cooperation projects with the support of the new Lydia factory of BMW-Brilliance, new power battery factory, etc. The construction of the China-Japan (Dalian) Local Development Cooperation Demonstration Zone will be promoted to create a manufacturing industrial ecology worth 100 billion yuan for high-end equipment, and a new material industry cluster worth 50 billion yuan. The construction of the Shenyang China-Japan Industrial Park and the China-South Korea Science and Technology Park will be accelerated to create benchmark demonstration parks for docking with advantageous industries and key enterprises in Japan and South Korea.
Liaoning will construct high-quality platforms for openness and cooperation, ensuring that the utilization of foreign investment and import-export growth on these platforms exceed the provincial average. The province will enhance the leading role of the Pilot Free Trade Zone in opening up, learning from advanced experiences and practices in Shanghai, Hainan, and other regions, and promoting localized innovation around enterprise project advancement and industrial development. Efforts will be accelerated to promote the construction of six cross-border comprehensive e-commerce pilot zones to create a cross-border e-commerce industrial chain and ecosystem, and guide traditional foreign trade enterprises to carry out cross-border e-commerce import and export business.
This year, Liaoning will strive to elevate the Northeast Sea-Land Corridor to a national strategy, and to elevate the China-Europe Railway Express (Shenyang) Consolidation Center to a national China-Europe Railway Express Consolidation Center, promote the construction of the China-Europe Railway Express Dalian Coastal Consolidation Center project. The province will make every effort to increase the number of China-Europe freight trains to over 850. The province will strengthen its infrastructure construction and support the development of inland port, harbor and airport economy logistics bases, as well as production service-oriented and commercial trade-oriented industrial parks, at key hub nodes along the Northeast Sea-Land Corridor.
Liaoning is committed to improving its investment promotion efforts, increasing support for foreign-invested enterprises, streamlining the commercial service personnel system, and delivering better services to all foreign-invested companies across the province.
