On March 22, the Information Office of Liaoning Provincial People’s Government held the sixth in a series of themed press conferences on “Implementing the Spirit of the 20th National Congress of the CPC —— Carrying Out the Three-Year Action Plan for Comprehensive Revitalization and New Breakthroughs”. During the conference, officials from Liaoning Administration for Market Regulation, State-owned Assets Supervision and Administration Commission of Liaoning Provincial Government, Department of Industry and Information Technology of Liaoning Province, Department of Commerce of Liaoning Province, and Liaoning Federation of Industry and Commerce presented the key tasks and specific measures aiming to make new breakthroughs in cultivating and expanding market entities and to propel the competitive development of state-owned enterprises, private enterprises, and foreign enterprises in Liaoning province this year.
In 2023, Liaoning will set its sights on becoming a top destination for the Fortune Global 500 and global industry-leading enterprises. To achieve this goal, Liaoning will expand foreign investment through implementing the project to attract large and strong enterprises, with key foreign investment projects involving the landing and operation of BMW-Brilliance, SK Hynix, Huajin Aramco, LyondellBasell in investment-driver cities like Shenyang, Dalian, and Panjin. Liaoning will make a list of industry-leading enterprises and foreign enterprises dominating key chains or key technologies, and make them feel reassured with high-quality service. Liaoning will hold activities to attract foreign investment, focusing on 24 key industrial chains and 133 leading enterprises in industries such as automobile manufacturing and fine chemicals in Liaoning Province, and targeting key countries and regions such as Japan, South Korea, and Europe, at county, municipal and provincial levels. Liaoning will also invite Fortune Global 500 companies, multinational corporations, and overseas trade associations to visit Liaoning Province to encourage international companies to invest in Liaoning and thus to make new breakthroughs in the scale of available foreign investment in advanced manufacturing and modern service industries. Liaoning will host several investment promotion activities, including the “2023 Liaoning International Investment and Trade Fair” and “Liaoning Tour for German Enterprises” to build and consolidate the platform for exchanges and cooperation. Liaoning will expand economic and trade cooperation with key countries and regions through economic and trade cooperation mechanisms such as the China-Japan-Korea Yellow Sea Rim Economic and Technical Exchange Conference, the Liaoning-Baden-Württemberg (Germany) Economic and Trade Commission, and the Singapore-Liaoning Economic and Trade Council.
By 2025, Liaoning aims to attract 1,200 new foreign enterprises. Additionally, Liaoning also hopes to rank among the top 10 in China in terms of the total amount of actual foreign investment, with the manufacturing industry taking up more than half of the actual foreign investment in Liaoning Province.
