On March 24, the Information Office of Liaoning Provincial People’s Government held the eighth in a series of themed press conferences on “Implementing the Spirit of the 20th National Congress of the CPC —— Carrying Out the Three-Year Action Plan for Comprehensive Revitalization and New Breakthroughs”.
During the conference, the official from the Department of Agriculture and Rural Affairs of Liaoning Province presented the key tasks and specific measures aiming to make new breakthroughs in prioritizing agricultural and rural affairs and promoting rural revitalization in a comprehensive manner. Officials from Liaoning Provincial Department of Water Resources, Liaoning Provincial Department of Culture and Tourism, and Rural Revitalization Administration of Liaoning Province took questions from journalists.
In 2023, Liaoning will focus on achieving new breakthroughs in five areas: improving the modern agricultural industry system, cultivating and expanding new modes of rural industry, implementing rural development initiatives, building a leading province in the food industry, and developing modern marine fisheries.
Liaoning aims to improve the modern agricultural industry, emphasizing its commitment to achieving a stable and safe food supply. The province plans to make significant strides in grain production, with a target of stabilizing the sown area at more than 53.03 million mu. Additionally, Liaoning hopes to enhance the quality of arable land through improvement projects and enhance the construction of high-standard farmland at more than 2.89 million mu. To further protect its agricultural assets, the province is set to undertake black soil protection projects, covering an area of 10 million mu.
Liaoning is set to focus on cultivating and strengthening new modes of rural industry, with a view to increasing farmers’ income and wealth. The province plans to leverage its regional agricultural resources to create a range of demonstration villages and towns, modern agricultural industrial parks, and agricultural modernization demonstration zones. These initiatives aim to attract more resources to rural areas and promote the development of rural industrial clusters. Additionally, Liaoning plans to develop new industries and business modes, such as “agriculture+” culture, tourism, education and recreation. The province aims to promote key counties for leisure agriculture, beautiful leisure villages in China, and high-quality scenic routes for leisure agriculture and rural tourism in all seasons. With these efforts, Liaoning hopes to attract over 52 million visitors to its leisure agriculture and rural tourism destinations annually.
Liaoning sea area (continental shelf) covers an area of 150,000 square kilometers and is home to species including sashimi, jellyfish, clam, scallop, and shrimp. Liaoning has announced its plans to establish a national coastal fishing port economic zone in 2023, focusing on constructing key projects, including the Xingshu central fishing port in Dalian, the Yellow Sea coastal fishing port, and the Bohai Sea coastal fishing port. Additionally, the province has launched the development of a remote intelligent monitoring system for all fishing ports and vessels throughout the region. Liaoning will also launch the construction of a smart, safe, and green fishing port in the national fishing port economic zone in Jinzhou Development Zone.
